𝐂𝐄𝐁𝐔 𝐏𝐃𝐂 𝐎𝐊𝐬 𝐏𝟏𝟎𝟕𝐁 𝐈𝐍 𝐏𝐑𝐎𝐉𝐄𝐂𝐓𝐒 𝐅𝐎𝐑 𝟐𝟎𝟐𝟕 𝐍𝐀𝐓𝐈𝐎𝐍𝐀𝐋 𝐁𝐔𝐃𝐆𝐄𝐓 𝐄𝐍𝐃𝐎𝐑𝐒𝐄𝐌𝐄𝐍𝐓
The Cebu Provincial Development Council (PDC) approved on Friday, Feb. 13, at least P107 billion worth of programs, activities, and projects (PAP) presented by its five sectoral committees, for endorsement by the Regional Development Council (RDC)-7 for inclusion in the national budget for 2027.

As PDC chairperson, Governor Pamela S. Baricuatro thanked the members of the committees for their efforts over the past few days to ready the PAPs, which were submitted by the National Government Agencies (NGAs); Government-owned and Controlled Corporations (GOCCs); and State Universities and Colleges (SUCs) in the province.
“‘Ato ang Sugbo’ does not mean ownership but also a recognition that the Provincial Government cannot do it alone…. Your presence contributes to making Cebu better. And I appreciate everyone for sharing your time and ideas,” she said at the start of the PDC Full Council Meeting held in a hotel in Cebu City.

“Under my leadership, no one will be left behind…. Matag usa parte sa kalamboan, kay ‘Ato ang Sugbo’!” she added, as she presided over the meeting.
The Economic Development Committee submitted a PAP totaling P507 million, comprising P209.39 million by the Bureau of Fisheries and Aquatic Resources (BFAR), P40.78 million by the Philippine Coconut Authority, P207.87 million by the Technical Education and Skills Development Authority, and P48.97 million by the Department of Tourism.

Also, the Social Development Committee submitted a PAP of P31.26 billion comprising that of the Department of Social Welfare and Development-7 (P6.1 billion), National Police Commission (P18.5 million), Commission on Higher Education-7 (P49.2 million), Cebu Normal University (P1.17 billion), Department of Health (P5.62 billion), Department of Education (P17.67 billion), Land Transportation Office-7 (P423 million), National Commission on Senior Citizens-7 (P22.8 million), National Food Authority (P26.85 million), Philippine Science High School (P92.5 million), Philippine Statistics Authority-7 (P24.67 million), and the Commission on Population and Development-7 (P62.56 million).
The Infrastructure and Utilities Development Committee, meanwhile, submitted a PAP of P71.74 billion comprising that of the Department of Transportation and the Provincial Government’s “Tabang PamByahe Project” (P20.48 million), National Irrigation Administration (P3.79 billion), Department of Public Works and Highways (P63.54 billion), and Department of Agriculture (P4.3 billion). The PDC has also approved the infrastructure projects (P100 million) requested by the Danao City Government for barangays Guinacot and Suba.
For its part, the Environmental Management Committee’s P589-million PAP comprises that of the Department of Environment and Natural Resources (DENR)-Mines and Geo-Sciences Bureau (P15.93 million), and DENR-Provincial Environment and Natural Resources Office (P376.1 million), DENR-Environmental Management Bureau (P196.9 million). It also sought the approval of the proposed Metro Cebu Sewerage Master Plan of the Metro Cebu Water District, and the “Global Gateway Early-Stage Investment Mechanism” grant by the European Union, focusing on water security.
The Development Administration Committee, on the other hand, submitted a P2.8-billion PAP comprising that of the Department of Trade and Industry (P2.63 billion) and the Department of Information and Communications Technology (P164.36 billion). The committee also sought the approval of the PDC “Manual of Operations” for 2025 to 2028, as well as the “Creation of a TWG in support of the institutionalization of a People’s Council in the Province of Cebu”.
For projects requested to be included to some NGAs due to its urgency and relevance under DPWH and DENR, a separate PDC Executive Committee meeting would be convened.
In concluding the meeting, the governor again thanked the sectoral committees for taking time and exerting effort to ensure that programs, activities, and projects of member NGAs, GOCCs, and SUCs were “properly aligned” with those of the Provincial Government.
Aside from her, Vice Governor Glenn Anthony O. Soco, provincial board members, mayors, and partner civil society organizations also joined the quarterly meeting.
