The Cebu Police Provincial Office (CPPO) held its first-ever New Year’s Call in honor of a local chief executive, welcoming Gov. Pamela S. Baricuatro in a ceremony marked by pledges of support, renewed commitments and a surprise tribute.

Held at the Capitol Social Hall on Thursday, Feb. 12, New Year’s Call is a significant tradition that symbolizes respect, renewed commitment, and strengthened collaboration between the Philippine National Police and the Provincial Government.
Gov. Baricuatro, addressing uniformed personnel, officers and guests, thanked the police force for the meaningful gathering that unites them at the start of the year with a shared mission of keeping Cebu safe and peaceful.

“Tonight, I speak not only as your Governor, but also as a grateful Cebuana — and as one of the many people whose safety rests in your capable hands. Because of your vigilance, discipline and sacrifice, our communities sleep more soundly, our businesses continue to grow, and our children can dream freely,” said Gov. Baricuatro.
She recognized the leadership of PCol. Abubakar U. Mangelen, CPPO director, and Brigadier Gen. Redrigo A. Maranan, Police Regional Office (PRO) 7 director, commending them of their commitment to excellence and integrity in public service.

“Peace and order are the foundations of progress. Without safety, there can be no sustainable development; without security, there can be no genuine opportunity. That is why I consider you not only partners in governance, but pillars of our vision for a stronger, more resilient Cebu,” Gov. Baricuatro said.
The governor assured the police force of the provincial government’s continued support, including programs aimed at strengthening operational capacity, improving resources and uplifting officers’ welfare.
“We both understand that the path of service is never easy. There will be moments when doing the right thing invites criticism, when enforcing the law is misunderstood, and when decisions made for the greater good are met with resistance. But let us remember—this is our mandate. We were entrusted by the people not to choose what is easy, but to choose what is right. And real leadership demands courage, consistency, and an unwavering sense of duty,” she said, pointing out that peace and order remain the foundation of Cebu’s development.
Col. Mangelen, for his part, renewed the police force’s commitment to the Cebu Provincial Government and assured Gov. Baricuatro of its relentless effort dedication to maintaining peace and order.

During the event, the CPPO presented an audiovisual accomplishment report covering Mangelen’s first 100 days in office from September to December 2025. The presentation highlighted improved crime solution efficiency and a downtrend in crime rates across the province.
Police station commanders as well as unit heads, who were in attendance together with their respective spouses, were also recognized and were given certificates of recognition.

The evening took an emotional turn when a supporter, Nanay Helen C. Alicante of Baguio City, surprised the governor with a cross-stitch embroidered portrait. Nanay Helen, who flew all the way to Cebu from Baguio City, said she spent four months completing the artwork as a gesture of appreciation.
Calling herself a staunch follower of the governor, Nanay Helen said the piece was not expensive but made with love and dedication.
“Unta bantayan pirmi sa Ginoo aron mahimo niya gyud ang iyang katungdanan. Pag-amping lang. God will bless her kay buotan man gyud siya,” was Nanay Helen’s message to Gov. Baricuatro, in a brief interview with the Capitol PIO team.
Her trip to Cebu was made possible through the assistance of Col. Mangelen and Nanay Helen’s niece, who is a police officer and assigned to the CPPO.
Visibly moved, Baricuatro fought back tears as she thanked Nanay Helen.
“Daghan kaayong salamat! From the bottom of my heart, I will treasure this for the rest of my life,” she said.
The governor also received an image of Our Lady of Manaog as a token of appreciation from the CPPO police force.
The program concluded on a lighter note, with Gov. Baricuatro and Col.
