As Cebu Province advances its health infrastructure development initiatives, Provincial Health Consultant Dr. Nikki Catalan led a Capitol team in a second benchmarking visit to the Governor Celestino Gallares Multi-Specialty Medical Center in Bohol—one of the country’s most modern tertiary hospitals.

Held recently, the visit served as a deliberate follow-up to the team’s initial tour in September.
While the first visit provided a general overview, this return engagement was technical and strategic in nature, focused on gathering actionable insights for the upcoming projects and upgrades for the 16 Capitol-run hospitals.

The delegation included members of the Provincial Engineering Office, led by Department Head Engr. Hector Jamora, along with Engr. Eva Z. Estoconing, Engr. Francis G. Wenceslao, and Arch. Mitchel Von M. Cansico.
They were joined by Atty. Kevin Dinsay, Dr. Miguel Tristan B. Rebalde, and Marielle Shayne P. Camacho.
The team conducted an in-depth study of the medical center’s hospital design, patient flow systems, regulatory compliance, engineering infrastructure, and operational integration.
According to Dr. Catalan, the goal is to ensure that future health facilities in Cebu Province are not only modern and compliant, but also genuinely responsive to the needs of patients and medical frontliners.
“Good governance requires learning from best practices,” Dr. Catalan said. “We do not build blindly. We benchmark, we study, and we adapt thoughtfully for Cebu.”
Dr. Catalan thanked Dr. Eno Tirol, whom she called “a very good friend, a respected colleague, and a true advocate for hospital development,” for generously opening the doors of the Gallares Multi-Specialty Medical Center and sharing the hospital’s systems and technical expertise.
