RDC 7 Narrows 2027 Proposals to 60 High-Impact, Ready-to-Implement Projects

𝐑𝐃𝐂 𝟕 𝐓𝐎 𝐄𝐍𝐃𝐎𝐑𝐒𝐄 𝐑𝐄𝐀𝐃𝐘-𝐅𝐎𝐑-𝐈𝐌𝐏𝐋𝐄𝐌𝐄𝐍𝐓𝐀𝐓𝐈𝐎𝐍 𝐏𝐑𝐎𝐉𝐄𝐂𝐓𝐒 𝐓𝐎 𝐁𝐎𝐎𝐒𝐓 𝐍𝐀𝐓𝐈𝐎𝐍𝐀𝐋 𝐅𝐔𝐍𝐃𝐈𝐍𝐆 𝐂𝐇𝐀𝐍𝐂𝐄𝐒

Instead of a shotgun approach, the Regional Development Council 7 (RDC 7), under the leadership of Gov. Pamela Baricuatro, will endorse priority projects that are ready for implementation and those with strategic and high-impact value, increasing their chances of receiving funding from the national government.


This was announced today, Feb. 12, 2026, during the continuation of the RDC 7 Executive Committee (ExeCom) and Advisory Committee (AdCom) consultation meeting and the technical budget review of fiscal year 2027 proposals from regional line agencies and state universities and colleges.

“This joint RDC ExeCom-AdCom technical budget review provides an opportunity to collectively identify and champion Central Visayas’ strategic and high-impact projects that are responsive to the real needs of our communities, ensuring their consistency with the regional development plan, national development priorities, and key regional legislative agenda,” Gov. Baricuatro said in her opening message.


Jennifer Bretaña, RDC-7 vice chairperson and regional director of the Department of Economy, Planning, and Development (DepDev) 7, said they will cut the usual list of around 1,000 projects down to a maximum of 60, focusing only on those that are “strategic and high-impact.”

Bretaña, however, allayed fears that some projects might be put on hold or shelved, saying that they could still get funding through the congressional bicameral conference committee.


Department of Budget and Management 7 Director Maricor Baquial explained that proposed programs, projects and activities from the regional level are often disapproved by the national office due to incomplete requirements for implementation.

Last Monday, Gov. Baricuatro and members of the RDC 7 went to the House of Representatives for a consultative hearing and budget review to align the council’s priorities with the 2027 national budget.

This morning, the governor reiterated to stakeholders that speaking with one strong regional voice shows RDC 7 is a force to be reckoned with, strengthening Central Visayas’ push for national support.
