PDC Sectors Convene to Review PAPs Ahead of Full Council Meeting in Cebu

𝐏𝐃𝐂 𝐒𝐄𝐂𝐓𝐎𝐑𝐒 𝐌𝐄𝐄𝐓 𝐓𝐎 𝐓𝐇𝐑𝐄𝐒𝐇 𝐎𝐔𝐓 𝐏𝐀𝐏 𝐂𝐎𝐍𝐂𝐄𝐑𝐍𝐒

In preparation for the full council meeting this Friday, the Economic Sector and the Social Sector of the Provincial Development Council (PDC) separately met on Tuesday, February 10, 2026, to review and discuss the respective Programs, Activities, and Projects (PAPs) of member National Government Agencies (NGAs), Government-Owned and Controlled Corporations, and State Universities and Colleges.


Project details, issues, and concerns, were clarified during the meetings so each sector would have more focused, efficient, and time-bound presentations and ensure that sectoral inputs are consolidated before endorsement to the PDC during the full council meeting.

Provincial Board Members Cesar Baricuatro and Lakambini Reluya; Cebu Provincial Government department heads; the Technical Education and Skills Development Authority; the Bureau of Fisheries and Aquatic Resources; the Philippine Coconut Authority; and the Department of Transportation joined the Economic Sector meeting, which also had Mr. Marcial Menchavez of Lamac Multipurpose Cooperative (chairperson and presiding officer) and Mayor Mario Patricio Barcenas (co-chairperson) of Carcar City in attendance.



The Social Sector meeting, on the other hand, was presided over by Jorame G. Pacaña of St. John Bosco MPC, and had the following NGAs presenting their respective PAPs: Department of Social Welfare and Development; National Police Commission; Commission on Higher Education; Department of Labor and Employment; Cebu Normal University.

Department of Health; Department of Education; Land Transportation Office; Office for Senior Citizens Affairs; National Food Authority; Philippine Science High School – Central Visayas Campus; Philippine Statistics Authority; and the Commission on Population and Development.


Provincial Board Members Reluya, Raymond Joseph Calderon, Paz Rozgoni, and Julius Anthony Corominas, as well as Cebu Provincial Government department heads, also attended the said meeting.

Assistant Provincial Administrator Aldwin Joseph A. Empaces as well as Nerces D. Bispo and Elizar Sabinay, Jr. of the Provincial Planning and Development Office, which acted as the secretariat, were also present.

It was agreed in both meetings that a draft resolution that would reflect the key observations and agreed recommendations would be crafted, for PDC Full Council’s review, deliberation, and approval.

Concerned offices were likewise encouraged to incorporate feedback and ensure alignment of their PAPs with the approved provincial development plans, prior to the presentation this Friday.

Also, NGAs positively responded to both Sectoral Committee meetings, which were revived after a six-year hiatus. They noted that the meetings allowed for clearer articulation of project details, early resolution of concerns, and more meaningful technical discussions, which would result to better-prepared and more efficient presentations during the PDC Full Council Meeting deliberations.

The revival of the Sectoral Committee meetings was viewed as a significant step towards strengthening inter-agency coordination and improving the overall planning and decision-making process at the provincial level of governance. //𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝒉𝒐𝒕𝒐𝒔 𝒃𝒚 𝑱𝑳𝑷, 𝑷𝑷𝑫𝑶
