Vice Governor Agnes Magpale, our Provincial Board Members, fellow workers in government, Ladies and Gentlemen:
Thank you for joining me today as we formalize our cooperation with an illustrious partner and a giant in the North.
Early this year, I was in Pangasinan together with Board Member Peter Calderon and our Provincial Health Office staff for a quick visit to know more about their programs and projects particularly on health services and hospital facilities. Like in Pangasinan, health is one of the pillars of our development agenda here in Cebu.
From our discussions with Governor Espino, our group was really impressed with the transformation of the province to one of the centers of excellence in health services and other areas of local governance. It was, indeed, inspiring to learn from them, as it was heartwarming for us to know that they, too, are looking at Cebu as their model in promoting investment and tourism.
That said, it was natural and spontaneous for both of us to look beyond the visit and pursue a platform for development cooperation, fostering exchanges of learning and best practices. Hence, this Twinning Agreement.
Through this, we shall endeavor, with our new-found friends to undertake various initiatives, but not limited to: health; trade and investment; tourism, arts, culture and sports; education and training; agriculture and fisheries; disaster preparedness; and environment.
We, in Cebu, are equally enthusiastic as you are in Pangasinan. We hope that this opportunity shall be pursued vigorously as we nurture this North-South partnership to enable both our constituents to enjoy the benefits that we mutually desire.
Let us all together work on this and sustain the gains that we have right now.
