Hon. Sitoy comes from Cordova, Cebu and thus represents the 6th Congressional District in the Sangguniang Panlalawigan where he is the Majority Floor Leader.

He sits as Chairperson of the committees on Differently Abled Persons; and on Complaints & Investigation; as Vice Chairperson of the committees on Provincial & Municipal Properties; Public Affairs & Information; Planning & Development; and on Arts & Culture.

He is a member of the committees on Public Works, Highways & Infrastructure; on Laws & Review on Ordinances; Education; Human Rights & Labor; Tourism & International Affairs; Cooperatives; Senior Citizens; and on Ethics.

He has a Bachelor of Arts in Political Science degree from the University of San Carlos. His post graduate studies include: Masters in Journalism – University of the Philippines System (1981); Bachelor of Laws – Ateneo de Manila / University of San Carlos (1985); Masters in Public Administration – UP System (1995); Masters in Management – UP System (2005); Masters in Business Economics – University of Asian and Pacific (2005); Project Management – Center for International Education / Cambridge University (2005); and, candidate for Doctor of Philosophy in Business Administration – University of San Carlos (2009).

He was the Municipal Mayor of Cordova for three terms from 1998 to 2007 before he was elected as Provincial Board Member.
