Liberty Cartalaba, a 35-year-old resident of Cordova town, was caught allegedly sneaking in a plastic container filled with clear liquid believed to be nubain at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) on Oct. 31.

At the inspection area, PG1 George Veloso confiscated the item hidden in one of the hotdog buns placed in a plastic bag.

Veloso immediately called the attention of Provincial Warden Romeo Manansala and Marco Toral, CPDRC consultant, to address the incident.

According to Manansala, if Cartalaba is proved to be guilty for sneaking in nubain, a case will be filed against her and she will be turned over to Guadalupe Police Station.

Manansala also said that Cartalaba might have violated R.A. No. 9165 also known as the Comprehensive Dangerous Drug Act of 2002. This penalizes any person who is involved in the selling, transporting or distributing, trading, administering, dispensing of any dangerous drugs and other similar substances.

The law imposes a penalty of life imprisonment to death and a fine ranging from P500,000 to P10 million, depending on the quantity of the drugs involved.

As of today, the item was forwarded to PNP Crime Lab 7 Office for specimen verification while Cartalaba was detained at CPDRC.
