Toledo councilors told to reconcile issues for city’s sake

Cebu Governor Hilario Davide III urged majority group councilors of Toledo City to reconcile their issues for the sake of their people. He noticed that they seem to have a problem with Mayor John Henry Osmeña.

“For the good of Toledo City, you try your best and make the effort nga magka-amigohay mo (to be on good terms),” Davide told the councilors.

Councilor Ricardo Pepito with the rest of majority group council members visited the governor last June 4 to express their sentiments regarding the issues in the city.

He assured that the majority group is not against the governor.

“Amo lang klarohon nga wala’y pagbabag gikan sa majority group ever since. Ato lang gitan-aw kon unsa ang maayo ,” expressed Pepito.

According to the group, there was no valid approval of the city budget. The budget was immediately approved without proper quorum, Pepito said.

The group also informed Davide that they are seeking the legal opinion of the Department of Interior and Local Government (DILG) regarding the appointment of Dr. James Gaite as replacement of late councilor Ricardo Rafols Jr.

However, Davide maintained that his appointment was right and in line with the law.

“It’s your right to seek the opinion of the DILG pero sa akong appreciation sa balaod ug sa jurisprudence, sakto akong gibuhat (I did the right thing),” Davide told the councilors.

He added that a DILG memorandum and jurisprudence was found to that effect that the determination of party membership was at the time of the election.

Late Councilor Rafols filed as independent runner in the 2013 elections but later on, became a member of the Liberal Party in April 2013. Dr. Gaite is a member of the party last July 2013.
