Province to take over facility for youth offenders in December  

The Cebu Provincial Government will manage a center for errant children when the facility will be turned over in December.

Vice Gov Agnes Magpale said that the Justice, Peace and Integrity of Creation-Integrated Development Center, Inc. (JPICIDCI) in Tayud, Consolacion will be turned over to the province by the non-government organization that opened it more than three years ago.

Magpale said that even if the Committee on Family, Women and the Provincial Council for the Welfare of Children have been delivering services to the children of Cebu, the province still needs a facility to handle children who are in conflict with the law for their rehabilitation and eventual reintegration to society.

Magpale chairs the Sangguniang Panlalawigan’s Committee on Family, Women and Minors and co-chairs the Provincial Council for the Welfare of Children with Gov. Hilario Davide III.

The offer by the JPICIDCI came just in time. A team will be created to oversee the transition.

The province has to allocate Php 3 million annually to run the facility. It also has to determine the immediate needs of the facility, such as psychologists, social workers and other personnel so these positions can be considered when the Capitol will be hiring job order employees.

At present, 23 children are accommodated in the center due to various offenses, the oldest of which is 17 years old.

A memorandum of agreement will be signed between the province and the local government units (LGU) that will required to shoulder the needs of the child offender coming from their areas.
