To rationalize and ensure delivery of basic services and availability of basic resources, Cebu province now has an organized hospital system.
Gov. Hilario P. Davide III signed executive order no. 12, organizing the hospital system development committee, or HSDC.
This is a welcome development because people can now be held accountable easily in case of lapses.
The HSDC is created as an independent committee under said executive order to provide support services to provincial and district hospitals owned and operated by the provincial government.
It is the task of the committee to determine the intervention needed to ensure effective healthcare service.
The HSDC is currently composed of Jone Siegfred Sepe as chairman; Dr. Zoraida G. Yurango and Dr. Prudencio I. Manubag as co-chairpersons; and Imelda A. Calungsod, Dina M. Orbiso and Dr. Consuelo D. Aranas as members.
In-charge of medicines and supplies is Grace L. Autor who shall be responsible for planning, warehousing, and logistics of drugs and supplies.
Joelynn Marie Baratao and Engr. Edwin M. Zamora handle infrastructure. Other duties of Baratao include facilities and laboratory equipment.
The team of Raymund Jade S. Laug-laug and Sarah Kaye K. Pogoy takes charge of coordination, process improvement and monitoring of medical assistance programs, especially Point of Care enrollment, No Balance Billing claims, MAP Capital Fund and Aid In Individual in Crisis.
HR and Administrative matters are the tasks of Helen F. Soletario, Aimee A. Galinato and Marilette Manuel. They shall be responsible for hiring and recruiting manpower.
The HSDC is also mandated to report to the Provincial Administrator, an office presently held by Atty. Mark Tolentino.
The problem with medicines and medical supplies is now addressed through a network, the Cebu Medicine Consignment System created under Provincial Ordinance No. 2014-11 while Provincial Ordinance No. 2014-18 created the Hospital Modernization Ordinance.
Both ordinances ensure provincial constituents full and easy access to high quality and professional health care.
The HSDC is also tasked to establish a distribution network to make important drugs, medicines and supplies readily available in all province-owned hospitals through the Cebu Medicine Consignment System.
