Lacson sends Yolanda damage validation team to Cebu

The national government is sending 24 specialists to validate the rehabilitation plan of the typhoon-hit areas in the country including Cebu.

The result of the assessment will be made the basis of the action plan of Secretary PanfiloLacson, who was appointed to head the recovery program of the national government, said MindaMorante, regional director of the Office of Civil Defense (OCD) 7.

In a meeting with Governor Hilario P. Davide III yesterday, Morante said four (4) personnel, who are trained on post damage and needs assessment (PDNA), will be deployed immediately to northern Cebu.

The PDNA is based on international standard, which is needed by the international organizations in order to grant assistance.

The assessment could fast track the recovery efforts of the government since the team members are experts on the different aspects of rehabilitation like livelihood, education, shelter, and infrastructure, among others, Morante added.

She said the team willcome up with a single rehabilitation plan framework, with similar terms of reference, to be implemented in the typhoon-hit areas in Eastern Visayas, Western Visayas, and Cebu including the province of Palawan.

Governor Davide thanked the national government for the assistance. He admitted that the P26 billion recovery plan of the Capitol is too big. He estimated it to only cost around P5 to P6 billion.

“Maybe, that is why you were sent here,” the governor said.

Morante said the validation should be finished within a month or two. The group will then head to Palawan to also conduct the same validation.

OCD 7 will take care of the expenses of the team while the province will shoulder their transportation needs. The team will be accompanied by personnel of OCD 7 and the Capitol. Xerxes Alkuino
