Cebu celebrates 444th Founding Anniversary

The Province of Cebu celebrated the 444th Founding Anniversary with the theme:”Pagtambayayong alang sa Kauswagan ug Kalambuan” (Cooperation for Progress and Development) starting August 01, 2013. As usual, the traditional opening of the event which is the flag raising ceremony was attended by Gov. Hilario Davide III, Vice Gov. Agnes Magpale, members of the Provincial Board, municipal mayors and Capitol employees.

The ceremony was followed by the opening of a week-long Agro-fair at the back of the Capitol building such as the exhibits of agricultural products and delicacies and other items by different towns and cities of the province. Several awards were given to the winners of the said agro-fair in terms of the Best Decorated booth, and the Most Early installed booth.

The MOA Signing of OUR CEBU Program has been conducted between the Provincial Government together with the RAFI Foundation which is about making the city and towns of the Province of Cebu an attractive place to live, work, play, and to do business.

August 6, Tuesday marked the 444th Founding Anniversary day of the Province of Cebu .The anniversary opened with a Holy mass followed by a luncheon in every department. The most awaited part of the program was a dance contest dubbed as Sayaw sa Kapitolyo participated by the Capitol employees in various offices. It was one of the cultural highlights of the founding anniversary that features retro music such as cha-cha, sway, boogie among others. It was held at the Capitol social hall where employees from different departments had witnessed the competition. Each group gave a delightful performance during the show.

During the event, Magpale expressed her appreciation and thanks to the Capitol employees who supported during her administration as an acting Governor of the province. “This is the best time to express my gratitude to my fellow public servants here in the Capitol as we celebrate the 444th founding anniversary,” she said.An impressive special dance presentation of the viral song Gentleman by Korean singer “Psy” was performed by the Provincial Board Members together with Vice Governor Agnes Magpale. The San Diego Dance Company and the Cebu Dance sport team were also guest performers of the program.

Governor Hilario Davide III also thrilled the Capitol employees when he announced the bonus in the last part of his message which the employees had been waiting for on that afternoon, not to mention the raffles of the major prizes.

“This incentive is supposed to be based on the Modified Performance Evaluation System covering the period of January 1, 2012 to December 31, 2012. However, I have decided that on the special occasion of our 444th Founding Anniversary, this incentive shall be given across the board” the governor said.

The Program on Awards an Incentives Service Excellence or PRAISE which was also announced by the governor will be given to the top performing offices. They were the executive and legislative departments including district hospitals based on the Modified Performance Evaluation System covering the period from July 1, 2012 to June 30,2013.

The top performing offices were the PPDO, PBO, PSC, PENRO, and PGO from the executive while the other awardees were the offices of Vice Governor Magpale, PB Member Thadeo Ouano, Provincial Secretary, PB Member Peter John Calderon and PB Member Alex Binghay, all of the Legislative department. The top performing hospitals were the Balamban District Hospital, Barili District Hospital, Danao Hospital, MJ Cuenco Hospital and Daan Bantayan District Hospital.

The awarding of the winners in the dance contest, the agri-fair, and the sports fest was also announced on that afternoon. The group from the Legislative dominated the contest and bagged P30, 000 cash prize while Executive and Finance won second and third respectively. They received P25, 000 and P20, 000 in cash prizes while the Builders, Service planners, Agri-Meds and Jailers received a consolation prize of P10,000 each. Each group presented a delightful performance during the show.

For the Agri-fair winners, the City of Naga got the first place and received P15,000 cash prize, followed by the second placer, the municipality of Dalaguete which received P12,000 cash prize while the municipality of Balamban grabbed the third place with P8,000 cash prize. Talisay City was awarded as the Earliest Decorated Booth and received P5,000 cash prize.

The Gabii sa Sugbo was held at the Capitol social hall on 07 August 2013 with Gov. Hilario Davide III hosting the dinner that was attended by consuls, LGU officials and other prominent personalities in Cebu. Vice Governor Agnes Magpale expressed her appreciation and gratitude to the guests. “The years ahead will be years of peace and progress, and for all government officials’ continuing concern for the common good and improvement of the Cebuano’s lives” she said.

The guest performers, which included the San Diego Dancers, gave captivating performances that impressed the audience with their superb performance of classical Cebuano dances. Marielle San Fernando, the grand champion of Halad sa Kabataan, serenaded the audience with her powerful voice by singing some Cebuano songs. The Cebu Dance sport team stunned the visitors with their powerful movements.

Before the affair has ended, Governor Hilario Davide III thanked the people who made the event successful, and gave his appreciation to the guests who attended the “Gabii sa Sugbo”. (Lee Dela Cerna)
