For the first time ever, project implementers of the Cebu Bus Rapid Transit (CBRT) project presented before the officials of the Cebu Provincial Government the design of two bus terminals that are to be built on Osmeña Boulevard, right in front of the Capitol Building.
However, Gov. Gwen Garcia, Vice Gov. Hilario Davide III, and the 17 members of the Provincial Board have expressed their firm opposition to the bus terminals’ design that is seen to negatively impact the visual and cultural integrity of the Capitol Building, an important heritage structure and cultural treasure protected by pertinent laws.
In a meeting at the Governor’s Office on April 30, CBRT project manager Engr. Norvin Imbong said that while he understands the Capitol’s valid opposition to the design of the CBRT bus stations, changing the same is not up to him but the upper management of the Department of Transportation (DOTr) which is the lead agency in project implementation.
Gov. Gwen is confident that DOTr, especially with the recent visit of DOTr Sec. Jaime Bautista, will heed and take notice of the Capitol’s sentiments on the matter.
The Capitol officials also raised concerns about the potential aggravating impact of the CBRT bus stations along Osmeña Blvd on traffic congestion. By allocating dedicated lanes for buses, the CBRT project may exacerbate the traffic by forcing public utility and private vehicles to congregate into what remains of the road with the CBRT in full swing.
The Board Members emphasized the need to explore alternative solutions to address traffic concerns without compromising the efficiency of the CBRT system.
Engr. Imbong revealed that part of the CBRT project is the sidewalk beautification of Osmeña Blvd, from the Capitol area down to Fuente Rotunda, all such properties are duly titled under the Cebu Provincial Government.
Among other things, Engr. Imbong said they are slated to make improvement of the sidewalk by curbing the gutter and installing streetlights, paving blocks, and planting strips to create a more aesthetically pleasing and pedestrian-friendly environment.
Board Members Red Durterte, Jerome Librando, and Kerrie Shimura said they will sponsor a resolution supporting the DOTr’s beautification of the sidewalk along Osmeña Boulevard, underscoring the PB’s commitment to enhancing the urban landscape while preserving the cultural heritage of Cebu.
